Singapore is home to an established ecosystem of public sector agencies and private sector firms that include developers, engineering, procurement and construction companies, professional services firms, financial institutions, and multilateral development banks.

With our understanding of regional markets and our own development experience, Singapore is well-placed to serve Asia's infrastructure needs and unlock the region's infrastructure potential.

We enable good-fit solutions from companies and institutions in addressable infrastructure sub-segments in Asia, catalysing project development, financing and execution opportunities to meet the region's growing needs. 

We match-make organisations that are domain experts in their respective fields with regional governments, firms and multilateral development banks. At the same time, we bring various industry stakeholders across the value chain together to explore project opportunities in Asia.

We are set up by Enterprise Singapore and the Monetary Authority of Singapore (MAS).

Seth TAN

Executive Director

Seth Tan
Seth is the Executive Director of Infrastructure Asia, which is a project facilitation office under the Singapore government. Set up by Enterprise Singapore and the Monetary Authority of Singapore, the office aims to harness the network and collective capabilities of public sector agencies and private sector firms, and partner stakeholders across the region to meet Asia’s infrastructure needs. Prior to his role as head of the Infrastructure Asia office, he has helmed leadership roles in DBS Bank, BNP Paribas, Standard Bank, and Babcock & Brown, and was based overseas in China, Australia, Hong Kong. Over his 23 years involvement in the infrastructure sector, he has worked on various opportunities across various infrastructure sub-segments.

KOW Juan Tiang

Deputy Executive Director

Kow Juan Tiang
Prior to this appointment, Juan Tiang was Coordinating Group Director for the Environment and Infrastructure Solutions Group of International Enterprise (IE) Singapore for six years. He assisted Singapore-based companies from the environment and infrastructure solutions industries with their ventures into strategic high growth markets such as China, India, Vietnam, Indonesia and the Middle East. His focus sectors include water and waste management, and renewables and conventional energy. He also champions the export of urban solutions to markets currently undergoing high urbanisation development.

NG Kai Scene

Director

Ng Kai Scene
Kai Scene was the Divisional Director of IE Singapore’s Environment Solutions Division, responsible for supporting Singapore-based companies from the environment solutions industries to venture into China, India, Indonesia and the Middle East. Her focus sectors include water and waste management, renewables and conventional energy. She also worked on initiatives to strengthen Singapore’s infrastructure hub. Kai Scene started her career in ExxonMobil Asia Pacific as a Process Engineer and subsequently a Planning Analyst with the Singapore Refinery.

LEE Sze Liang

Director

Lee Sze Liang
Sze Liang is concurrently a Deputy Director in Financial Markets Development Department of the Monetary Authority of Singapore (MAS). MAS is Singapore’s central bank and integrated financial sector supervisor. It also develops Singapore as a regional and international financial centre. At MAS, Sze Liang works on initiatives to strengthen Singapore as an infrastructure financing hub. Sze Liang started his career in Sumitomo Bank as a loan syndications officer and subsequently an associate consultant with Booz Allen & Hamilton.
